The Cantonal reference number is an 11-digit alphanumerical field, where the two first characters are from the vehicle license plates. The other 9 digits can be set individually by the canton (optional field).

So to say, the Cantonal reference number is NOT a unique identifier. In many cantons, it is used as a family or file number, so to speak.
