Initial mobile input only with two decimal places

Task #11383

This fix only concerns the EasyRapport mobile view.

It is no longer possible for users to enter more than three decimal places in time recording (daily report, line,

etc.).

2 decimal places are allowed for a report type with “Placement” “Amount”. 3 decimal places are allowed for

all others.
